HALT Report Volumes 3 and 4

With Volume 3, the HALT Report went to a monthly publication schedule although many issues were far shorter than before. All editorials, unless otherwise stated, are by Richard Bolstler.

That was the last issue of the HALT Report. Diminishing revenue and rising costs led to closing of the office. Many of the principals of HALT emigrated to Australia shortly after. Some remain there to this day.
